The thirty-second answer

A scratch pockets the cue ball. Other fouls need not involve a pocket. The profile determines penalties and where ball in hand permits placement.

Learn the movement.

An ordinary legal-contact question can involve first ball, rail after contact, and whether a ball was pocketed. Close-hit and frozen-ball situations need the actual provisions, not an improvised universal sentence.

Ask before moving the cue ball. Break situations can have placement rules different from ordinary fouls. If a hit looks close, arrange an observer before the shot.
